Allen was born in Saint John, N.B. in 1923. He served in the Navy aboard H.M.C.S. St. Francis and H.M.C.S. Outremont Escort Group #6 in the North Atlantic, the English Channel, and Murmansk, Russia. He had been a member of R.C.L. Jervis Bay Br. #53 for 19 years before he passed away in 2007.
